[ARCHIVED] Letter to Customers Regarding Drought

Dear Neighbor and Customer:

As of May 2024, the drought continues for much of western-central Texas. Hurst Creek Municipal Utility District (“HCM”) would like to keep The Hills residents informed of our current and changing water conservation and restriction requirements. As a part of this communication, we want to thank you for your continued efforts toward reducing water usage. Through these efforts, we have seen an overall reduction of 16.19% in the last six months, compared to the previous year. 

Recently the Lower Colorado River Authority (“LCRA”) modified and adjusted their Drought Contingency Plan to more aggressively react to the current/continued drought and increased population demand on the Highland lakes. As a firm water customer, The Hills is required to implement these changes as a part of HCM’s water sale contract with the LCRA.

Currently HCM is operating under Stage 2 of its Drought Contingency Plan, which requires no more than one day per week watering. We encourage you to view the District’s plan on our website www.hurstcreekmud.org.

Unfortunately, if our area does not see significant rain, the LCRA is projecting we will enter Stage 3 mid-summer and possibly Stage 4 this fall. Both new stages have significant reductions in outside watering. 

Stage 3

  • One day per week from 6pm to Midnight only

Stage 4          

  • No outside watering, except by handheld for 6 hours, one day per week
  • 20% reduction in overall water usage

Additionally, Hurst Creek MUD will not be issuing variances for increased watering for new landscapes or new pools. You will be notified by HCM if and when we would be entering into Stage 3 or 4.

In response to existing and anticipated environmental conditions, HCM, the Village of The Hills (VOH), and the Property Owners Association (POA), are working jointly to address current and future challenges facing the owners and residents of our community. These efforts include a review of water usage variances, POA/Architectural Rule Book restrictions related to landscape/construction projects, and other water usage restrictions.

Prior to the initiation of any landscape, pool or irrigation efforts, we strongly encourage all owners and residents to consider the potential future impact of the adjustments to water restrictions that may be implemented in the near future. We also highly recommend and encourage every water customer to sign up for Waterscope, the District’s online water monitoring site. This tool is extremely useful for monitoring water usage and detecting leaks. For more information, please visit our website. We will keep you apprised as we go through the summer.
